04/101   APOLOGIES AND WELCOME

Apologies were received from Mr M Johnson & Mrs S Jones.

The Chairman welcomed Mr Toby Cooper to the meeting, and introduced him to members present as a potential new member of Longparish Parish Council.

04/102   MINUTES OF THE PARISH COUNCIL MEETING OF 13 SEPTEMBER 2004

The Minutes were approved unanimously, and were signed by the Chairman.

04/103   MATTERS ARISING

There were no matters arising, other than those on the current agenda.

04/104   PLANNING

04/104.1 Current Applications

TVN.04661/4 & TVN.LB.00287/3 – Demolition of existing porch and conservatory and erection of garden room to rear – Tudor Cottage – Longparish – Mrs K Andrews

DECISION: NO OBJECTION - but request that the brickwork match that of the existing building, to be in accordance with the Village Design Statement.

TVN.AG.00051 – Erection of timber barn and proposed access road – Testwood Trout Farm, Mill Lane Longparish – Mr Jackson

Mr Bourne declared an interest, as a business acquaintance of the applicant, but opted to stay for the discussion. He left the meeting for the vote on the application, which resulted in the meeting being inquorate. The following comment is therefore informal.

COMMENT : Members are most conscious of the sensitive nature of this application, as objections have been lodged, previously, to any form of building on this site. Members present therefore considered that an objection would have been recommended had the meeting been quorate.   The Clerk was instructed to convey this view to Test Valley Planning as an informal comment.   ACTION CLERK

TVN. LB.00533/5 – Demolition of outbuilding, alterations to stable building, re-roofing of outbuilding and erection of outbuilding – Mill House, Longparish – Mr J Barron  

DECISION: NO OBJECTION – but development to be in accordance with the Village Design Statement

TVN.07850/5 – Erection of detached double garage, garden store and log store with study and W.C. over - Carpenter's Cottage, Forton, Longparish – Mr S Williams

DECISION: NO OBJECTION

04/104.2 Earlier Application

TVN.05534/4 – Erection of two-storey rear extension – 5, Station Cottages, Longparish Road, Longparish – Mr & Mrs A Goldsmith

It was noted that this application, which was considered by the Planning Committee on 2 August, and by the Parish Council last month, has been the subject of some confusion with regards to the single/two storey aspect of the development. In order to clarify the position, a viewing panel of members of Test Valley Planning Committee are to visit the site on Wednesday next, 13 October, and the application will then be considered by the Planning Committee on 13 October 2004.   The Parish Council objection made in August would stand.

04/104.3    Reports on Previous Applications

Noted that individual Planning reports are no longer issued by Test Valley, as they are incorporated within full area reports issued by e-mail. These are received by the Clerk and will be checked for local detail and reported to the Council.   ACTION CLERK .

04/105   FINANCE

•  Monthly Account Summary - The summary of Income/Expenditure had been distributed in advance, and was reported by the Clerk (Appendix A). Noted that the £7,500 six-monthly precept has been received since the account was drafted.
•  Bank Signatories – defer to next meeting when membership will be fully identified.
•  Finance bids – The Chairman asked for finance bids in time for the December meeting of the Council.
•  Village Hall Fund – Noted that £39k is currently invested. The Chairman has received advice (which was tabled) from the HAPTC about how these funds could be used. .   Further discussions will be held with the school authorities.

04/106   OPEN SPACES

Football field – Mole eradication is to be undertaken by a contractor employed on an annual basis. Rabbits are also an on-going problem. Mr Bourne reported that vehicles are being driven across, and parked on, the field, rather than on the adjacent car park. This is damaging the surface.   Mr Barber will mention to Mr Hulme.   Action JB

The Common – Mrs Jolliffe is pursuing the cutting of the grass on The Common for next year.

Minutes of Open Spaces meeting of 4 October 2004 – The minutes were approved and signed by the Chairman of the Open Spaces Committee.

Clean Up Day – Will be held on 20 November between 10.00 and 13.30. Refreshments will be provided at The Cricketers.

04/107   ROADS & BRIDGES

Nothing further to report.

04/108   FOOTPATHS

Brush Cutting Course – Mr Bourne is presenting a further brush-cutting course at 10.00 on 6 November.   A maximum of six people can be accommodated, and four have already ‘signed up'.

Footpaths Committee – Mr Lampard reported that there has been no meeting of the Footpaths Committee since the last Council meeting; one will be arranged shortly.   ACTION ML

Damaged kissing gate – Mr Lampard has sent details of the damaged gate to Jane Noble of the Footpaths Consortium.

Moundsmere Footpath – Mr Lampard reported that he has requested that foliage be cut back more severely.

The Council agreed to support a proposal by Longparish Estate for a   ‘permissive' footpath adjacent to the B3048 near Longparish House.

04/109   COMMUNICATIONS

The Longparish web-site has been short-listed as a finalist in the Hantsweb awards. Invitations have been received for the awards ceremony.

04/110   VILLAGE PLAN

Analysis of the Questionnaire is now available on the Web site.

04/111   SCHOOL/PLAYGROUP

The chairman will attend the ‘sod-cutting' ceremony to be held on 20 October.

Overhanging Tree branches – Mr Cooper asked whether it was permissible to prune back branches overhanging the footpath by the school.   He will consult with Mrs Darrah, the school governor responsible for the grounds.

Temporary classrooms were erected over the school summer holidays and are now in use.   They are a great improvement.

04/112   VILLAGE HALL

Noted that:

•  Mervyn Stutter is returning for a performance In the Village Hall on 23 October.
•  A Children's Shakespeare is to be presented in the Village Hall on 24 October.

A summary of correspondence received was presented by the Clerk, and is attached as Appendix B.

04/114   DATES OF MEETINGS AND REPORTS

Mr Lampard gave a verbal report on his New Councillors training course.
